The right team is critical to the success of any organisation and we are proud that Cheal has always been driven by an exceptional Management team.  Cheal is owned by Phil Battersby, Dave Forsyth and Phil Rielly as Directors and Anthony Moss, Rebecca Hawke, Dean Sherrit and Nick Davies as Principals. The Directors and Shareholders are full time employees and are individually responsible for various portfolios within the company.

Phil Battersby


Phil was educated at the University of Otago in Dunedin completing a Bachelor of Surveying degree. He has been a Director of Cheal Consultants since 1986.

He particularly enjoys the challenge of constantly improving the efficiency and capacity of the business, which has led Cheal to quickly adopt new technology and innovative ideas.

At Cheal we focus on providing better solutions for our clients, and this requires fast and accurate decision making in demanding environments. Our superior processes allow our clients to trust us to deliver service in a way that invariably exceeds their expectations.

Dave Forsyth


Dave was educated at the University of Otago in Dunedin completing a Bachelor of Surveying degree. He joined Cheal in 1996 and has been a Director since 2001.  Dave currently wears the hats of Managing Director, Financial Director and is our interim Branch Manager for Taupo.  A busy chap …

Dave’s primary focus is upon putting the needs of the client first and this has led to Cheal being renowned for the way it deals with its clients by going the extra mile.

Phil-Rielly - Cheal

Phil Rielly


A Chartered Professional Engineer with Bachelor of Engineering (Hons) (Civil) from Canterbury University, Phil joined Cheal in February 2012 as Engineering Manager and became a Director of the company in October 2013.

Phil brings with him a lengthy Engineering history, with key areas of specialisation in Investigation, design and construction of earthworks, roading, stormwater, water reticulation and sewerage collection, treatment and disposal systems. He is experienced in the areas of Project, Construction and Contract management.

Phil also has a solid history in the preparation of Environmental Effects Assessments and co-ordination and management of public interaction, consultation and resource consent processes through both Local Authority and Regional Councils.

Anthony-Moss- Cheal

Anthony Moss
Manager – Hamilton, Principal


Anthony was educated in Hamilton completing a New Zealand Certificate of Drafting and Surveying. He joined Cheal in 1994 and has since built one of the largest client portfolios in the company.  Most recently Anthony has returned to Hamilton in order to establish a Cheal office.

Anthony has maintained a long standing career at Cheal as a result of the broad range of development challenges offered by this fast growing company and the trusted relationships he has been able to form with his clients over that time.

Anthony especially enjoys the opportunity to use his considerable experience with his many long standing clients and transfer the lessons gained to advise, develop and encourage other members of his team.

Rebecca Hawke
Business Manager, Principal


With an established history in the consulting sector, relationships are a key focus for Rebecca and she places a great amount of importance on working with clients and colleagues alike to achieve exceptional outcomes.

Prior to joining Cheal, Rebecca consulted on New Zealand Immigration policy matters to an international client base. Seeing migrants through the complex immigration process had many challenges, both legally in terms of ensuring compliance with policy requirements and the emotional aspect of the upheaval associated with such a move. It provided great rewards and the knowledge gained through this period has provided the basis on which Rebecca’s career has flourished.

Her role with Cheal covers a wide scope, with overall responsibility for the business administration function of Cheal, the identification and implementation of marketing initiatives for all branches of the organisation, human resource/performance management, recruitment, health and safety and quality management. She also manages the Administration and IT areas of the business.

Rebecca works closely with the Directors of the organisation on strategic and policy issues, identifying and implementing initiatives throughout the organisation.

Cameron-Drury - Cheal

Cameron Drury
Manager – Hawkes Bay, Principal


Cameron graduated from Massey University in 2003 with a Bachelor degree in Resource and Environmental Planning (Honours) specialising in Water and Waste Water Technologies. He has worked in local government and the private sector and has a particular interest in urban design, architecture, infrastructure planning, water management and waste water management.  Cameron has been involved in notified and non-notified resource consent applications and designations involving a wide range of both district and regional council activities. He has also been in Environment Court assisted mediation processes in the role of both the applicant and submitter, and also presented evidence in the Environment Court.

Now managing our Napier branch, Cameron continues to work on the growth of the Hawkes Bay/Gisborne regions.

Dean-Sherrit -Cheal

Dean Sherrit
Manager – Ruapehu


Dean joined Cheal in 2008, having operated as a sole practitioner providing contract Surveying services in the Ruapehu Region. As a Registered Professional Surveyor, Dean has extensive experience in urban and rural cadastral surveys and land development, including large scale apartment/unit title projects stemming from practice work in Wellington and Mount Maunganui. Areas of specialisation also include high-rise building control and the alignment of bridges, viaducts and concrete structures.

Dean is particularly interested in subdivision design, especially Low Impact Design and Development concepts.

Dean manages both our Taumarunui and Ohakune branches.

Nick Davies
Manager – Rotorua


A Registered Professional Surveyor and Licensed Cadastral Surveyor with over 24 years’ experience in both New Zealand and Europe, Nick joined Cheal in 2014 and was recently appointed as Regional Manager for Rotorua.
Nick not only facilitates the smooth running of a team of professionals, but provides a high level of technical expertise in the areas of greenfield development, subdivision, water supply research, engineering and cadastral survey. Nick also specialises in the preparation and presentation of expert evidence for Maori land court matters and provides strategic advice to trusts and incorporations setup under Te Ture Whenua Maori Act 1993.
